Getting Chinese Pharma Machinery Into a Thai GMP Plant

Thai FDA regulates the medicine and inspects the buyer's factory against PIC/S GMP — it does not register your machine. Our job is to deliver GMP-ready, qualifiable equipment (DQ/IQ/OQ/PQ) so the buyer passes that facility inspection.

01 · Import & customs clearance

Pharma machinery falls under HS Chapter 84 (8419 sterilizers/dryers, 8422 filling/blister lines, tablet presses/granulators typically under 8479) and clears as a capital good — no drug import license applies to the machine itself. With an ACFTA Form E certificate of origin from China, most machinery enters Thailand at 0% import duty.

02 · Equipment GMP docs + FAT

The buyer needs from the supplier: a User Requirement Spec (URS), contact-part material certificates (316L stainless, FDA/food-grade elastomers), surface-finish (Ra) records, Design Qualification (DQ), and a completed Factory Acceptance Test (FAT) before shipment — the foundation of the PIC/S GMP equipment file.

03 · Install & qualify on site (IQ/OQ/PQ)

On arrival, run a Site Acceptance Test (SAT), then Installation, Operational and Performance Qualification (IQ/OQ/PQ) plus instrument calibration. During the buyer's facility GMP inspection, Thai FDA scrutinizes exactly this qualification dossier and calibration traceability.

04 · Equipment-specific statutory checks

Pressure vessels such as autoclaves and reactors undergo periodic safety inspection by a certified control engineer, with the inspection report filed to the Department of Industrial Works (DIW) under Thailand's factory/machinery safety rules (Ministerial Regulation B.E. 2564 / 2021, Ministry of Industry); powered equipment meets electrical-safety/EMC requirements per TISI (Thai Industrial Standards Institute) standards; weighing instruments used for trade undergo statutory verification by the Central Bureau of Weights and Measures (CBWM), Department of Internal Trade, under the Weights and Measures Act B.E. 2542 (in-process pharma balances are instead governed by GMP calibration). Only these genuinely machine-related statutory items apply — no drug-registration step exists for the equipment.
