Getting Chinese Pharma Equipment into a Philippine Plant — Import, Qualification & Statutory Certs
The Philippine FDA (FDA-PH) regulates medicines and drug-making establishments: it issues the manufacturer's License to Operate (LTO) and inspects the buyer's facility and equipment against PIC/S-aligned cGMP. The machine itself is not 'registered' with FDA-PH and there is no 'equipment registration certificate' — the supplier delivers GMP-ready, qualifiable equipment (DQ/IQ/OQ/PQ) so the buyer passes that facility inspection.
Pharma machinery classifies in HS Chapter 84 (indicative headings; the broker confirms the final line): tablet presses/granulators 8479.82/8479.89, filling-capping lines 8422.30/8422.40, sterilizers/autoclaves 8419.20, fluid-bed dryers 8419.39, WFI distillation 8419.40. With an ACFTA (China-ASEAN FTA — Normal Track fully eliminated for ASEAN-6) or RCEP Certificate of Origin, machinery enters at effectively zero import duty; 12% VAT applies at the border (creditable input VAT for a VAT-registered buyer). A licensed customs broker files the formal entry — no drug import license attaches to the machine.
To support the buyer's PIC/S-aligned cGMP, ship the machine with: User Requirement Specification (URS), Design Qualification (DQ), contact-part material certificates (316L stainless, FDA/food-grade elastomers), surface-finish (Ra) reports, and weld/material traceability. Complete a Factory Acceptance Test (FAT) at the China works, witnessed and signed off by the buyer before shipment — this is the start of the equipment evidence chain the buyer presents during its FDA-PH facility inspection.
On arrival, run a Site Acceptance Test (SAT), then execute Installation (IQ), Operational (OQ) and Performance (PQ) Qualification with instrument calibration. During the cGMP facility inspection FDA-PH reviews the buyer's qualification and calibration records — proof the machine is correctly installed, operates to spec and performs reproducibly within the buyer's cleanroom and utilities. This is the core evidence the buyer relies on to obtain and keep its LTO.
Pressure vessels are the real statutory gate: autoclaves and reactors/fermenters fall under DOLE Standard 1170 (unfired pressure vessels) and pure-steam generators/boilers under Standard 1160 (steam boilers) — they must be inspected and granted a Permit to Operate by the DOLE Regional Office / Bureau of Working Conditions. Electrical safety/EMC is met by building to industrial standards IEC 60204-1 and IEC 61010 (custom industrial pharma machinery generally sits outside DTI-BPS mandatory ICC consumer certification); statutory verification of weighing instruments is handled by DTI legal metrology.
