The Real Path to Land Chinese Pharma Equipment in a Singapore Plant
In Singapore the Health Sciences Authority (HSA) regulates medicines and inspects the buyer's factory against PIC/S GMP — it does not issue any "equipment registration" for your machine. The supplier's job is to deliver GMP-ready equipment that qualifies cleanly through DQ/IQ/OQ/PQ so the buyer passes HSA's facility inspection.
Pharma machinery falls under HS Chapters 84/85. Singapore applies MFN zero duty to ~100% of tariff lines, so the machine needs no import licence (HSA controls medicines, not equipment). ACFTA/RCEP origin makes no duty difference but still helps clearance paperwork; only the 9% GST applies, recoverable as input tax by GST-registered importers.
The buyer needs a full GMP document pack from you to support PIC/S GMP: a User Requirement Specification (URS), contact-part material certificates (316L stainless, FDA/food-grade elastomers), surface-finish (Ra) records, Design Qualification (DQ), and a Factory Acceptance Test (FAT) witnessed at your works before shipment. These are the backbone of the on-site qualification that follows.
Once on site, run the Site Acceptance Test (SAT), then complete Installation Qualification (IQ), Operational Qualification (OQ) and Performance Qualification (PQ), with instrument calibration and traceable records. At the buyer's PIC/S GMP (including pre-approval) inspection, HSA scrutinises exactly this — qualification of all relevant facilities, utilities and equipment must be complete before the inspection can close out.
Pressure vessels — autoclaves, sterilisers, reactors/fermenters — must be registered with the Ministry of Manpower (MOM): overseas-fabricated units need a fabrication survey report from an ISO/IEC 17020-accredited Inspection Body, with an Authorised Examiner registering and periodically inspecting them. There is no EU-style machinery/LVD directive for industrial equipment; the SAFETY Mark/CPSR covers consumer goods only, EMC follows applicable international standards, and weighing instruments require statutory metrology verification (Enterprise Singapore, Weights & Measures).
