Getting Chinese Pharma Equipment Into a Vietnamese GMP Plant
The Drug Administration of Vietnam (DAV) regulates medicines and inspects the buyer's plant against WHO-GMP, progressively aligning toward PIC/S and EU-GMP. It does not register equipment or issue any equipment certificate. The supplier's job is to deliver GMP-ready, fully qualifiable (DQ/IQ/OQ/PQ) machinery so the buyer clears that facility inspection on the first pass.
Pharma machinery falls under HS Chapter 84 (e.g. 8419 drying/sterilizing, 8422 filling/packaging, 8479 individual-function machines). With an ACFTA Form E certificate of origin issued in China, these capital goods typically clear at 0% preferential duty in Vietnam; the machine carries no drug-style import licence and is declared as ordinary goods.
Before shipment, assemble the equipment dossier the buyer needs for WHO-GMP (and its upgrade toward PIC/S & EU-GMP): URS, contact-part material certificates (316L stainless, FDA/food-grade elastomers), surface-finish (Ra) reports, Design Qualification (DQ), and a documented Factory Acceptance Test (FAT).
On arrival, run a Site Acceptance Test (SAT), then complete IQ/OQ/PQ and instrument calibration. During the buyer's GMP inspection, DAV scrutinizes exactly this qualification trail, its traceability and calibration certificates, since it proves the machine runs compliantly under real production conditions.
Pressure equipment such as autoclaves and reactors (>0.7 bar) must undergo safety inspection and registration under MOLISA's QCVN 01:2008/BLĐTBXH and Circular 54/2016/TT-BLĐTBXH (first inspection after install, before first use). Electrical safety/EMC is verified within plant safety compliance; weighing/metrology equipment needs legal metrology verification.
