BPOM 2026: Five rule changes Chinese equipment makers must know
BPOM's April 2026 circular: streamlined dossier review, stricter overseas audit, raised the bar on local agent compliance. Chinese makers have ~6 months to migrate three document classes.
Indonesia's BPOM issued Circular No. 14/2026 in April with five significant changes to the import equipment registration workflow. On balance the package favors compliant Chinese manufacturers — review window dropped from 90 to 60 working days — but raises requirements for English documentation and overseas audits.
Five key changes
- Technical dossier review compressed from 90 to 60 working days.
- New 'on-site audit waiver' lane: makers holding EU GMP or PIC/S certification can apply for a streamlined path.
- Local agents must carry NIB (Indonesian Business ID Number) and report agent changes in real-time.
- Technical files must include an Indonesian summary (≤ 800 words); English originals need a BPOM template cross-reference table.
- BPOM reserves unilateral revocation for registrations with no supply activity within 2 years post-approval. First batch of notices scheduled for Q3 2026.
Priority actions for Chinese makers
Makers with active BPOM registrations should submit the Indonesian summary supplement within 6 months and verify local agent NIB status. New applicants get the shorter review cycle by default.
Impact on tier-1 pharma procurement
Kalbe Farma, Kimia Farma, and Dexa Medica have all built a 'dual-source' policy into 2026 procurement plans — at least two BPOM-cleared Chinese makers per category — to hedge against the 2025 Rupiah volatility. For Chinese manufacturers, BPOM is no longer just a gate; it's a market-signal flag.
